Resolve g against GitHub: repository, release (or the tag’s commit), and CITATION.cff.

§Errors

FetchError from the repository lookup – a 404 is NOT_FOUND, a 429 is retry_after, and a 403 stays CAPABILITY_DENIED (explain says why). A missing release or CITATION.cff is not an error.
