The polite-pool contact address the user configured, or None.
Env var, then [network] contact_email in config.toml (#504). Public
because doiget-mcp needs the SAME ladder: doiget_paper_search,
doiget_link, doiget_expand_citation_graph and
doiget_resolve_citation each read DOIGET_CONTACT_EMAIL directly, so
a user who set the address in config.toml got the polite pool from
doiget fetch and the non-polite pool from every one of those tools —
the “documented setting that does nothing” defect #504 was filed to
close, surviving in the surface doiget leads with.
Returns None rather than a placeholder so callers that must omit
mailto entirely when nothing is configured can still do so.
